Charging an electric car in Spain

Spain went from being one of the harder countries in western Europe to drive an electric car in, to a perfectly workable one, in about five years. Here is how the network is put together, what a charge actually costs, and how the MOVES subsidy works.

The Spanish charging network in short

For years the standard advice to anyone driving an EV into Spain was to plan the route around the chargers. That advice is now mostly out of date. The public network has expanded quickly — roughly doubling over the last three years to somewhere in the region of 46,000 public points — and the main corridors, the AP-7 down the Mediterranean coast, the A-6 to Galicia, the routes radiating out of Madrid, are comfortably covered.

Two caveats. First, the distribution is uneven: Catalonia, Madrid and the Valencian Community have far denser coverage than Extremadura or the interior of Castilla y León, and inland Spain is where you still want a plan. Second, a charger existing and a charger working are different things. Reliability has improved but broken units and units that will not authorise a payment are still a routine annoyance, so it is worth having a fallback in mind rather than arriving at a single remote charger on 6 %.

If you are coming from northern Europe: the density here is lower than in the Netherlands or Germany, but the distances between towns on major routes are not the problem people expect. The thing that catches people out is payment, not availability — see roaming and payment below.

Who runs the chargers

Spain has no single dominant operator. Four names cover most of what you will actually plug into:

  • Iberdrola — the largest network by point count, with a mix of urban AC and motorway DC. Its own app gives the best rates on its own chargers, as you would expect.
  • Zunder — focused on high-power DC charging, largely on inter-urban routes and at service areas. Generally well-regarded for reliability and for being straightforward to pay at.
  • Endesa X — broad national coverage across both AC and DC, with a strong presence in Catalonia and the south.
  • Powerdot — sites chargers at retail parks, supermarkets and restaurants rather than on the open road. Useful precisely because you charge while doing something else.

Alongside these are regional operators, municipal chargers, and hotel or restaurant chargers that may or may not be open to non-customers. Assume nothing about the last category without checking.

AC or DC: which do you actually need?

For the overwhelming majority of day-to-day driving, AC charging is enough. A car plugged into a 7.4 kW home point overnight gains well over 200 km of range by morning, which is more than most people drive in a week. DC fast charging exists for journeys: a stop of twenty to thirty minutes on a long drive, not a way of routinely filling the car.

This matters financially as well as technically. DC charging is the most expensive electricity you will buy in Spain, often three or four times the cost of charging at home. Regular fast charging is also somewhat harder on the battery than slow charging. If you have off-street parking, installing a home point is the single change that most improves both the cost and the convenience of running an EV here.

One point that trips people up: your car sets the ceiling, not the charger. Plugging a vehicle that accepts 50 kW into a 350 kW unit gets you 50 kW, and on some tariffs you will still be paying the premium rate for the privilege.

What a charge costs, and the roaming trap

A public charging session in Spain is priced from some combination of three things:

  • The per-kWh rate — the bulk of the bill. It varies by operator, by charger speed, and increasingly by time of day.
  • A session or connection fee — a flat amount per charge. On a short top-up this can dominate the cost; on a full charge it barely registers.
  • Idle fees — a per-minute charge that starts once the car is full, or after a set time. Common on busy DC sites and easy to forget about over lunch.

The part that genuinely catches people out is roaming. Charge with operator A's card on operator B's charger and you will very often pay noticeably more than B's own customers, sometimes 20–30 % more, and the price is rarely displayed clearly before you start. If you charge regularly on one network, a subscription with that operator usually pays for itself quickly. If you charge irregularly across many networks, contactless bank card payment — where it is offered — is often both simpler and no worse value than a card you rarely use.

Rule of thumb: home charging is by far the cheapest, public AC sits well above it, and motorway DC is the most expensive electricity you will buy. For long journeys that is a fair trade. For daily driving it rarely is.

The MOVES III subsidy

MOVES III is the national scheme that subsidises both electric vehicle purchases and charge point installation. It is funded centrally and designed by IDAE, but — and this is the part that causes most of the confusion — it is administered by each autonomous community. Andalusia, Madrid and Catalonia each run their own application process, with their own portal, their own required documents and their own timetable.

The practical consequences are worth stating plainly:

  • Amounts differ by region, as does whether scrapping an old vehicle increases the grant.
  • Regional budgets can run out well before the scheme's formal end date. Applying early in a funding round matters more than applying carefully at the end of one.
  • Payment is slow. Waits of many months between approval and money arriving have been common. Budget as though you are paying full price and treat the grant as a later rebate.
  • There can be a tax consequence. In Spain these grants have generally counted as taxable income in the year they are received, which surprises people. Check the current position for your situation before assuming the headline amount is what you keep.

Most dealers handling EV sales will process a MOVES application on your behalf, and for a vehicle purchase that is usually the path of least resistance. For a home charge point installation you are more likely to be dealing with the regional portal yourself, or through your installer.

Installing a charger at home

If you own a house with off-street parking, installing a wallbox is straightforward: an authorised installer, a check that your supply can take the load, and in most cases no planning permission.

If you live in a flat, which in Spain most people do, the relevant rule is in the Horizontal Property Law. You have the right to install a charge point in your own parking space in a communal garage, and you do not need the community of owners to approve it. You must notify them in advance in writing, and you pay the cost yourself, but the community cannot simply refuse. This is widely misunderstood by both residents and administrators, and being able to point at the actual provision tends to resolve the argument quickly.

What is the MOVES subsidy and am I eligible?

How much does fast charging cost on Spanish motorways?

Expect somewhere in the region of €0.45–0.75 per kWh at a motorway fast charger, depending on the operator and whether you are paying an ad-hoc rate or a subscription rate. Charging at home on a normal domestic tariff is far cheaper, and slower AC chargers in town sit somewhere in between. Some operators also add a per-minute fee once your car is full, so the cost of leaving it plugged in is not always zero.

What is the difference between AC and DC charging?

AC charging (typically 7–22 kW) is what you use where the car is parked anyway: at home, at work, in a car park overnight. DC fast charging (50 kW and up, often 150–350 kW on newer sites) is for topping up during a journey. For most day-to-day driving AC is enough, and it is both cheaper and gentler on the battery.
